Unlike Baguio, Baler is not a series of plains nestled on high peaks. It is a valley in the Sierra Madre, which, after a frightening ascent on dangerous mountain roads, brings you back to sea level. It is tough to get into Baler but it is harder to leave it. How many towns would take you down to sea level after a torturous climb up? In Baler, you are forever locked between the Sierra and the Sea. Baler, in a sense, locks you in.
